The question

I found a great set of notes from a former student who passed the CTFL last year. Are these generally allowed or considered 'cheating' in any way? I know the official syllabus is the main source, but I find it really dry. Is it better to stick to the syllabus 100 percent, or are these summarized notes enough to cover the exam topics?

When I was preparing for my AWS certification, I found a set of community-sourced cheat sheets that seemed incredibly efficient for memorizing service limits. I relied on those for three days before realizing that they completely glossed over the nuances of VPC peering that actually showed up on the exam.
