How to navigate PMP situational questions regarding Stakeholder vs Communication?

The question

I am having a lot of trouble distinguishing between the Stakeholder Engagement Plan and the Communications Management Plan in practice questions. Often, both seem like correct answers when a stakeholder is unhappy about a project update. How do you decide which plan to update first? Is there a specific "PMI-ism" or rule of thumb that helps differentiate between managing an individual's expectations versus the actual flow of information?
