What is the most effective link building strategy for increasing Domain Authority without risking a Google SEO penalty?

The question

We need to improve our Off-Page SEO and Domain Authority to compete for high-volume SEO keywords, but we are very cautious about risking a Google SEO penalty from low-quality or "black-hat" link building tactics. What are the two or three most effective, white-hat link building strategies that not only secure high-quality backlinks but are also scalable and safe in the current algorithm environment? Are guest posting and broken link building still the best options?

The most effective white-hat link building strategies are those that focus on creating genuine value, thereby earning high-quality backlinks naturally. The top two are:

  1. Resource/Data-Driven Content Creation: Publish unique, proprietary data, original research, or comprehensive definitive guides that serve as a single-source authority on a topic. Websites and journalists naturally link to original data to support their claims, resulting in high-authority, passive backlink acquisition.

  2. "Skyscraper" Content & Promotion: Identify top-ranking, slightly outdated content in your niche, create a significantly better version (more detail, better design, updated data), and then promote it to sites linking to the older version. Broken link building is a variation of this, but the "Skyscraper" technique proactively creates the superior asset first, minimizing the risk of an SEO penalty and powerfully boosting Domain Authority. Guest posting remains viable but must be done selectively on highly relevant, non-spammy sites.

Regarding the "Skyscraper" method, how do I determine if a site linking to the older content has high enough Domain Authority and relevance to make the outreach worthwhile? Is there a minimum authority score I should be looking for to justify the time spent on manual link building outreach?

Ethan, focus on Relevance first—a backlink from a highly relevant, niche site with moderate Domain Authority (DA 30-50+) is often more valuable than a link from an irrelevant site with high DA. You should be looking for high Relevance and Traffic—a site that sends you real, organic traffic is the ultimate signal of a good high-quality backlink. Don't waste time chasing links from sites with very low traffic or poor user experience, regardless of their DA score.

Focus on earning high-quality backlinks through genuine utility. Create original research and use broken link building selectively to replace dead links on high-authority sites. This white-hat SEO approach prevents an SEO penalty and sustainably improves Domain Authority

Michael is absolutely correct. The moment your link building efforts feel transactional (e.g., mass link swaps or paid placements), you risk a manual action penalty. Aim for editorial links where the other site links to you because your Digital Marketing content is genuinely the best resource.
