The question

Our organization is moving away from strict Waterfall to a Hybrid approach to increase delivery speed. We struggle with integrating Agile sprints into our rigid quarterly milestones. What are the best strategies to maintain high-level stakeholder visibility while allowing the development teams more iterative flexibility? We specifically want to avoid a "Water-Scrum-Fall" anti-pattern.
